Off-Road Vehicle Act, RSBC 2014, c. 5;

"Off-road vehicle" means a vehicle that is designed to be self-propelled and is in a prescribed class of vehicles (i.e. all-terrain vehicles, motorcycles, off-road side-by-side vehicles, snowmobiles); but not an "agricultural or industrial vehicle";

"vehicle" means a device in, on or by which a person or thing is or may be transported or drawn on land, but does not include a device: designed to be moved by human power, used exclusively on stationary rails or tracks, or mobile equipment or motor assisted cycle as defined in the Motor Vehicle Act;

As of November 1, 2015 registration is mandatory, for use on Crown Land and resource roads;

ICBC's basic insurance is required for use including incidental access to public roads and highways, and forest service roads;

On all other Crown land, liability insurance is voluntary but recommended;

Registration and insurance are not required if used on private property; except where private lands are designated under regulations, such as certain greenbelts or regional and municipal parks at the request of local government;
